Themis Investigations has been an valuable asset to New York City since the early 1900s. A renowned and well-established detective firm located in Times Square, it is the city’s answer to those who threaten the peace and for cases beyond the NYPD’s control. However, in the Great Depression era, crime has worsened and Themis has been called into action more than ever. Among it shines the investigators of Division Libra, an elite team of detectives under Themis who are assigned to only the most dangerous cases and are ever vigilant in upholding the law. But when the Division is tested by tragedy, deception and betrayal, the detectives will have to decide whether to remain loyal to Themis’ way of justice or to follow their own.

The series is more about the detectives and how they handle and react to the cases rather than the cases themselves. Justice is a major theme and will play a pivotal role in many of the decisions of the characters. Each character has their own view of what justice means whether it may be moral or immoral and their views may prove to be fatal to them. Division Libra is also not a read for the faint of heart as it contains many situations that can be controversial, i.e. statutory rape, suicide and attempted suicide, racism, sexism and graphic depictions of murder.
